Program Lead, Health Systems Analysis (Technical)

Job Summary
The Program Lead is responsible for compiling information and evidence from a variety of sources and synthesizing, writing and carrying out other activities that directly contribute to the production of information and reports. The Program Lead will work closely with other Program Leads and Managers within and external to the Branch, as well as other CIHI staff, external researchers and agencies to develop products, collaborate on joint initiatives and to shape and guide the content of products.
Duties and Responsibilities
- Provides leadership and guidance to Senior Analyst(s) and Analyst (s). Supervises, coaches, coordinates and monitors work, workload, and performance of analytical staff to ensure quality is maintained and that learning opportunities are provided. Conducts annual Performance Management Reviews where appropriate.
- Leads and coordinates activities to support implementation of project plans including monitoring, maintaining and reporting on the project plan, identifying issues and making recommendations to the Manager as outlined in the CIHI Project Management Office guidelines.
- Leads and coordinates the design and development of analytical plans pertaining to the development of reports and information products including managing time lines and ensuring staff have sufficient skills to conduct analyses.
- Provides data quality advice and guidance in areas of expertise. Coordinates quality of products, analysis and quality assurance processes as required.
- Contributes to the promotion of CIHI products and services through participation on external committees, presentations and/or attendance at conferences, preparation of articles for publication, media releases and other activities as required.
- Participates in the dissemination of results from studies through, but not limited to, the preparation of written materials and/or presentations to various internal and external stakeholder groups.
- Develops and maintains a detailed knowledge of CIHI’s data holdings, related data held by other organizations, and tools used by CIHI to access and analyze these data holdings.
- Respects privacy and confidentiality of information by adhering to policies in Privacy and Confidentiality of Health Information at CIHI and related procedures and directives.
Knowledge and Experience
- Graduate degree in epidemiology, health information sciences, social sciences or similar field or equivalent education/experience.
- 5 years experience working in a research environment involved in the analysis, design and dissemination of research and/or policy studies and related information products.
- Sound conceptual knowledge of health and its broad determinants, of the measurement of health status and the Canadian health care system.
- Strong project management skills and experience, including knowledge of MS Project or other project management software.
- Strong verbal and interpersonal communication skills.
- Thorough understanding of quantitative and qualitative research and the ability to analyze and synthesize complex research and technical health information.
- Knowledge and experience in quality assurance processes and ensuring high quality products.
- Highly developed SAS skills.
- Excellent written communication skills.
- Ability to communicate in both official languages is an asset.
