Qualifications:

The successful candidate will hold a degree in Statistics, Mathematics, Actuarial Science, Business, Finance, Economics or other quantitative major, with several years related experience. Experience and education in data analysis and/or modeling is essential including experience working with large data sets to undertake financial analysis or business modeling. Work experience in the health care field would be preferred. Other combinations of education and experience may be considered. Proficiency in Microsoft Office and SAS or SPSS, and experience with data mining tools is essential, as well as advanced Internet research skills. Demonstrated excellent interpersonal and problem solving skills are required, as well as strong verbal and written communications, including the proven ability to make presentations. The successful candidate must have proven organizational skills including the ability to work independently and as part of a team, as well as a high degree of initiative. Experience in the preparation and dissemination of regular reports and graphs, with analysis, is required and experience in the creation of stand alone query programs (Visual Basic, Oracle SQL) is preferred.

 

An eligibility list may be created for similar positions and will remain in effect for 12 months.

Duties:

Reporting to the Director of the Professional Services Unit, this position is responsible for advanced analysis of the drug data in the Drug Programs Information System (DPIN) an online network that connects all community pharmacies in Manitoba and contains patient specific information on drugs dispensed through community pharmacies. The analyst develops relevant statistical information to evaluate current trends in drug utilization and prescribing, program performance and policies and provides recommendations to assist with decision making. and evaluation of policy options. The incumbent responds to requests for data from external and internal stakeholders, produces regular reports and graphs, with analysis, to allow for policy decisions, audit purposes, monitoring of program usage and policy impact performance. The incumbent provides statistical and data systems expertise to the Directors and staff of the 3 units within the Provincial Drug Programs: Professional Services, Operations and the Drug Management Policy Unit; and prepares and writes Advisory Notes at the request of the Director.
